Bay Bulls has the distinction of being one of the oldest communities in Newfoundland and Labrador and was originally established because of its closeness to the rich fishing grounds on the Grand Banks. While some believe that the name is derived from the French Baie de Bois, meaning "wooded bay", others believe that it may be a reference to the Dovekie, a common seabird known locally as a "bull bird".

Traditionally Bay Bulls has depended on the fishery, and that remains a core industry in the area, however over the past several decades the town has diversified into areas such as tourism, agriculture, manufacturing, and industrial and marine supply services. Its deep and sheltered harbour made Bay Bulls a logical choice for the establishment of a repair facility that services the many oil rigs that drill for oil on the Grand Banks. Several other businesses in Bay Bulls cater to the thousands of tourists who arrive each year to visit the nearby Witless Bay Ecological Reserve, home to hundreds of thousands nesting seabirds and an excellent location for whale and iceberg watching.

Bay Bulls borders on the city limits of St. John's, making it one of those rare places that manages to maintain a small town feel while providing easy access to a metropolitan center. The short commute to St. John's is an attractive feature for new familes who work in the city but prefer to make their home outside the urban center.
